PI Admin

Guys,
Greetings to all.
Am just wondering, if any of you can share an idea or workaround for my problem.
While improving/strengthning security of PI Module Database, found that if user has read/write access to one module and he is not piadmin and not member of MDBEditor, he cannot create submodules for that module. But, he can create properties and aliases for that module.
Did anyone of you come acroos this before !!? Do you have any ideas/workaround that can help me to proceed further?. Or would it be better to wait for new release with this bug fix !!?
OSI Soft confirmed this as BUG (Punch List item PLI# 4811OSI8) and they are planning to address in future releases.
